Rescue 3 Pacific and Rescue 3 Online are divisions of Mercalli Disaster Management Consulting.

Rescue 3 Pacific is the preferred Rescue 3 International training provider for the Pacific (SOPAC country members, excluding New Zealand and Australia). In 2011, we formed a relationship with the Emergency Management Academy of New Zealand (EMANZ) to also support them as the local agent in New Zealand.

Instructors

Steve Glassey 

Steve Glassey

Steve was New Zealand's first Instructor Trainer for Rescue 3 International. He is a former Ambulance Rescue Technician and has delivered specialist rescue training globally including Fire Departments in the USA and the Dubai Police Special Task Force. As a former Trainng Manager for the New Zealand Fire Service, he designed the National Certificate series in Specialist Rescue, including those for Urban Search & Rescue. As the founder of the Wellington SPCA Animal Rescue Unit, he has pioneered technical animal rescue in New Zealand. He has been awarded several citations for his technical rescue work, including an international award for championing swiftwater rescue in New Zealand. He holds a Masters in Emergency Management, National Diploma in Adult Education & Training, National Certificate in Specialist Rescue (Rope Instructor), National Certificate in Urban Search & Rescue (Technician) and is curently working toward a PhD in Emergency Management.  

Todd Balogh

Todd

Todd is the youngest Rescue 3 instructor in the world and he also is the youngest person to achieve the National Certificate in Specialist Rescue (Rope Instructor). Despite his youthful appearance, Todd has an exceptional talent in technical rope rescue and his passion for this discipline is reflected in his competence. Todd is an active Rescue Technician with the Wellington SPCA Animal Rescue Unit and is currently studying a Bachelor of Health Science (Paramedic). He has taught numerous agencies, including mines rescue. He is the youngest person known to be awarded the prestigious Rescue 3 Instructor (Rope) certification. He also holds a National Certificates in Civil Defence Response and USAR, as well as the Tai Poutini Polytechnic Certificate in Emergency Management (Level 4). Todd also deployed to the 2011 Christchurch earthquake as part of urban search and rescue operations, working alongside the Taiwanese Special Task Force.

Independent Instructors

These instructors deliver courses independently to Rescue 3 Pacific and often employed by another organisation to do so, however they are supported by us as the preferred provider for the region.

Wayne Gray

Wayne is a seasoned rescue commander, instructor and technician. As the former OIC for the Wellington Ambulance Rescue Squad, he has over a decade of operational experience in rope rescue and special casualty access rescue operations. After studying in the USA, Wayne became the first Rescue 3 International Instructor in New Zealand and been at the forefront of rope rescue development. He is currently employed by the New Zealand Police at the Royal NZ Police College.  

Global Instructor Group

Rescue 3 Pacific also have a network of Rescue 3 International Instructors throughout the world that enable us to take on any sized technical rescue training project from awareness level right through to instructor ratings. Our instructors have a wide range of backgrounds including Paramedics, Veterinary Specialists, Animal Welfare/Control Officers, Fire Service, Police and much more.
